SPARK is an energy industrial city that will be developed in three phases over a total area of 50 square kilometers. It shall grow into an integrated industrial city consisting of industrial land and associated support components. It is anticipated that 77,000 residents shall be located in the city.

V3 ME was appointed to address key principles and foundational guidelines for the design of various development components by issuing all required documents, policies, procedures and templates for industrial and non-industrial land leasing.

V3 ME was also appointed to review and provide insight from an operational and maintenance perspective on the Pre-commissioning and Mechanical Completion Plan, and to participate in milestone review of the detailed engineering design.
