Job Summary:

The HSW Lead (HSE Manager) oversees the overall health, safety, security, and environmental compliance of the MBS Stadium Project. He/ she is additionally responsible for developing, implementing, and monitoring safety policies and procedures to prevent accidents, injuries, and environmental hazards. The safety lead will also implement and coordinate safety training programs with the contractor, conduct audits and investigations, and assess project safety performanc.

 

Responsibilities:

  • Develop, review, and implement and update the project Health & Safety Management Plan in line with the Client Health, Safety, and Welfare Management Plan.
  • Develop and submit for Client approval a monitoring schedule including tours, inspections and audits of site and welfare facilities which includes a Health & Safety Management System audit of the Main Contractor and other subcontractors to be completed and submitted within six (6) weeks of CSC Team mobilization.
  • Ensure that any plant and equipment used by the Contractor or any other subcontractor(s) meets the Saudi Law and Client/ Project Health and Safety requirements (QHSS), is in serviceable condition, and is operated by trained and competent personnel. Ensure unique identifiers, stickers, and other means of identification for all approved plant and equipment during inspection is clearly visible.
  • Develop and maintain a Plant and Equipment Rejected Register in a format specified by the Client to track rejected plants and equipment, the rejection date, reason for rejection, and corrective actions necessary to allow the plant and equipment delivered to the site, installed, commissioned, erected, and operated on-site.
  • Develop a competency framework including training matrix, record, and plan for the CSC Team.
  • Lead weekly Health and Safety inspections, workshops, and meetings as require, raise and verify close-out of actions identified.
  • Chair weekly Health and Safety meetings with Contractor(s) Health and Safety and management teams. Minutes of Meeting for said meetings shall be issued withing 24 hours of the meeting to all relevant stakeholders.
  • Chair weekly coordination meetings among Contractors with cross project interfacing works; reconcile any impacts or clashes to Client Health, Safety, and Wellbeing Requirements (QHSS).
  • Chair readiness reviews for high-risk activities as per the Client Health, Safety, and Wellbeing Requirements (QHSS).
  • Administer the system for recording observations and actions must be raised via the Client’s system and shall be monitored, managed, and closed out in line with agreed timescales. Observations and records will include both good and bad practices, and feedback shall be provided.
  • Ensure the implementation of the Main Contractor, other contractors, suppliers, and venders working under their supervision contracts in line with the requirements set in the Clients;
    • Health and Safety Policy,
    • Health and Safety Management System,
    • Assurance Standards – Health and Safety,
    • General conditions of construction contracts, legal and other requirements.
  • Ensure project specific HSE Plans are reviewed and approved for each contractor before construction begins.
  • Review, approve, and verify the implementation of the contractors’ Health and Safety plans, method statements and risk assessments (RAMS) and all other deliverables as defined in the Qiddiya Construction Safety Manual to ensure adherence to Client requirements. Notify the Client of any deficiencies or conflicts that may arise.
  • Review and approve the Contractor submission schedule for Health and Safety, and Wellbeing Plans, method statements, risk assessments, shop drawings, material samples, inspection requests, and any other critical submittal based on the Client approved baseline schedule; ensuring documentation is submitted and approved in advance of the commencement of the scheduled activity dates.
  • Ensure that the Contractor(s) perform daily activity briefings and, where required, night activity briefings for their respective workforce. Ensure that relevant personnel from the Contractor(s) lead the briefings relevant at the point of work.
  • Carryout daily unsafe act/ conditions observation reports when supervising work, record reports on the Client’s designated reporting system, and take ownership of tracking corrective actions to closure.
  • Ensure that the Contractor develops and issues appropriate and suitable project specific method statements, risk assessments, Health, Safety, Wellbeing, and Complementary documentation in accordance with the Client requirements (QHSS), including but not limited to;
    • Emergency Plan,
    • Fire and Electrical Safety Plan,
    • Lifting Operations Plan,
    • Traffic Management Plan,
    • Welfare Plan,
    • Heat Stress Plan,
    • Temporary Works Plan,
    • Plant and Equipment Plan,
    • Workshop Plan,
    • Off-site Accommodations Plan,
    • Confined Space Entry Plan,
    • Any other HSW Plans based on the risk profile of works.
  • Periodically review with the Contractor all aforementioned plans (and any other Health, Safety, and Wellbeing plans) to assure suitability for works being performed. As a minimum, the reviews will be undertaken on a 3-month basis or more frequently if required based on the risk profile of works, any interfacing works, and changing conditions on the project site(s).
  • Verify the Contractor hoardings, security arrangements, and site establishment plan and implementation meet the Client and legislative requirements. Periodically review arrangements with the Contractor as a minimum once every 3 months or more frequently based on the risk profile of works.
  • Produce and implement a daily monitoring schedule based on the risk profile of the works being undertaken and any interfacing works. At minimum, conduct one (1)  visit per shift of every contractor(s) and subcontractor(s).
  • Ensure that the Contractor provides a sufficient number of qualified Health and Safety professionals to satisfy both legal and project requirements. The assessment of competence shall include an interview where the Client and Engineer is invited.
  • Ensure that the Contractor provides adequate competent resources for Health and Safety critical roles such as appointed persons and those trained in emergency response. Lead interviews of the Contractor Health, Safety, and Wellbeing personnel as required and make recommendations to the Client.  Where the Client deems it necessary, they reserve the right to interview the Contractor personnel and attend interviews.
  • Comminate and ensure onward communication of the Health and Safety Policy, Client’s requirements, objectives, standards, and goals as well as hazards, risks, and controls information to all Contractors and personnel working under their supervision. Assure that adequate Health, Safety, and Wellbeing information, documents, and pre-construction information is disseminated and communicated to Contractors for awareness of issues, risks, and control measures associated with the works.
  • Lead Health and Safety pre-start kick-off meetings with the Contractors at the commencement of the project, inviting all relevant stakeholders to attend, and provide record of attendance and minutes of meeting recorded.
  • Interface with the Client’s and Contractor’s Health and Safety departments.
  • Provide leadership, direction, guidance, and technical assistance to the Contractors in relation to Health and Safety requirements and standards as required.
  • Ensure the provision of a competent workforce from the Contractors is regularly reviewing competency frameworks, training and inductions, and assisting with the delivery of the Client, Engineer, or Contractor training as required.
  • Ensure the suitability and ongoing availability of security, traffic management, logistics and emergency arrangements. Ensure that adequate emergency arrangements are in place on-site and in all site offices and facilities.
  • Witness testing of emergency arrangements periodically at a frequency agreed with the Client. Assuring that emergency arrangements are suitable and report findings to the Client with all corrective actions tracked to closure.
  • Develop and implement an assurance program that reviews the adherence of all Contractors to Clients requirements focusing on Client Critical Risk Control including;
    • Driving,
    • Mobile Plant and Equipment,
    • Work at Height,
    • Excavation,
    • Lifting Operations,
    • Dust and Noice,
    • Temporary Works,
    • Hot Works,
    • Confined Spaces,
    • Energized Systems,
    • Working in Heat,
    • Working at Night.
  • Continuously monitor and review the Health and Safety performance of the Contractor and their supply chain, verify compliance with applicable codes and contractual or Client mandated requirements, regularly appraise their effectiveness, ensuring that any Health and Safety non-conformances are rectified in a timely manner or escalated, and that appropriate protective and preventive controls are maintained at all times. Conduct a monthly Project Health and Safety Assessment.
  • Intervene as required to resolve non-conformances and unsafe practices and conditions.
  • Assure that the Contractor adequately communicates residual risk information to their supply chain and interfacing organizations, or any other relevant stakeholders.
  • In the case of unsafe situation and imminent risk of injury or continual failure to address an unsafe act/ condition, issue a suspension of work instruction. When any situation or condition gives rise to a critical risk to life, the CSC shall be empowered to suspend activities and inform the Client of the risk immediately and any subsequent actions taken.
  • Ensure that all accidents, incidents and near misses are reported and investigated. Review and approve reports and provide technical support, guidance and recommendations as required and in accordance with Client requirements.
  • Coordinate and participate in all Incident Review Committees, ensuring the Contractor prepares a summary presentation suitable for the Incident Review Committee Meeting.
  • Report to the Engineer on a routine basis on the Health and Safety performance, including submittal of monthly Health and Safety report. The report must include but not be limited to Executive Summary, Accident/ Incident performance, trend, and root cause analysis, KPI Performance, actions required, best practices, lessons learned, and continuous improvement plans.
  • Ensure the Contractor develops and implements Rewards & Recognition scheme. Periodically review and ensure awards are fair and impartial.
  • Ensure Qiddiya minimum standards are complied to by the Contractor.
  • Undertake audits of compliance for all Client worker welfare requirements, any amendments notified by the Client, and KSA legislation (whichever is more stringent) to ensure comprehensive worker welfare management throughout the works.
  • Conduct periodic inspections and audits of all worker accommodation facilities to verify compliance with legal, contractual, and regulatory obligations; ensuring adherence to Client standards. These inspections shall include but are not limited to;
    • Pre-mobilization audits: Prior to first habitation of any facility by Contractor or subcontractor personnel.
    • Routine compliance inspections: Conduct at a minimum frequency of every 6 months, or more frequently based on risk profile and previous compliance history.
    • Incident driven audits: Following up on worker complaints, concerns raised by governing bodies, or stakeholder reports of non-compliance.
    • Unannounced spot-checks: As required to validate continued adherence to Worker Welfare standards.
    • Post-corrective action verification: Ensuring that deficiencies identified in prior audits have been fully addressed.
  • Review and approve Contractor Worker Welfare Management Plan, ensuring full compliance with Client requirements and KSA Labor Law and regulations. Shall monitor implementation and report deviations to the Client with recommended corrective actions.
  • Participate in Contractor Worker Welfare Committees and assure grievances raised at the committee meeting or via the Worker’s Hotline are documented, actioned, and closed-out.
  • Verify that the Contractor appoints qualified Worker Welfare personnel who meet Client requirements. Shall review CVs and qualifications for all Worker Welfare appointments, and where required, conduct interviews for managerial positions and above to assess suitability.

 

Requirements:

  • Bachelor’s Degree in BSc Engineering, HSE Qualification (NEBOSH, GradIOSH).
  • 15+ years of experience in HSSE Management in Building Construction Projects.
  • Experience in using EDMS Software, e.g., Aconex, etc.
  • Well versed with MS Office Applications
  • Good communication skills
  • Team Player
  • Proficient in the English Language
  • Must be SCE Certified (Professional or Consultant).
  • Must have a Valid and Transferable Iqama (if non-Saudi).
