Job Summary:
We are seeking a highly motivated and skilled Testing and Commissioning Manager to join our team. As the Testing and Commissioning Manager representing the Supervision Consultant, you will be responsible for overseeing and managing all testing and commissioning activities for the Mechanical, Electrical, and Plumbing (MEP) systems of the project. Your primary focus will be to ensure that the Contractor’s testing and commissioning procedures are implemented correctly, that all systems are tested thoroughly and safely, and that the completed MEP installations meet the specified requirements, industry standards, and client expectations. You will act as the project T&C representative, safeguarding client interests and ensuring the quality and functionality of the MEP installations.
Responsibilities:
- Review and Approval of Contractor’s T&C Plans: Critically review the Contractor’s Testing and Commissioning Plan, method statements, schedules, and procedures to ensure they are comprehensive, technically sound, and aligned with project specifications and relevant standards (e.g., ASHRAE, NFPA, IEC, SBC). Provide feedback and ensure necessary revisions are incorporated.
- Witnessing and Monitoring T&C Activities: Attend and witness critical testing and commissioning activities performed by the Contractor, including but not limited to static tests, dynamic tests, functional tests, and integrated system tests. Monitor the progress of T&C activities against the approved schedule.
- Quality Assurance and Control: Ensure that the Contractor adheres to the approved quality control procedures during testing and commissioning. Identify any deviations, non-conformities, or deficiencies and ensure that corrective actions are implemented effectively.
- Coordination and Communication: Liaise effectively with the Contractor’s T&C team, the client’s representatives, other consultants, and project stakeholders to ensure smooth coordination of activities and timely resolution of any issues.
- Review of Test Reports and Documentation: Scrutinize all testing and commissioning reports, certificates, and documentation submitted by the Contractor for completeness, accuracy, and compliance with specifications. Ensure proper record-keeping of all T&C activities.
- Snagging and Defect Management: Participate in joint inspections and identify any snags, defects, or outstanding works related to the MEP installations. Monitor the Contractor’s progress in rectifying these issues and verify their closure.
- Performance Verification: Oversee the performance testing of MEP systems to ensure they meet the specified performance parameters, energy efficiency targets, and operational requirements.
- Safety Oversight: Ensure that all testing and commissioning activities are carried out in a safe manner, adhering to relevant safety regulations and procedures. Report any unsafe practices observed on site.
- Progress Reporting: Provide regular progress reports on the status of testing and commissioning activities to the MEP Manager/Resident Engineer, highlighting any potential delays or challenges.
- Final Commissioning and Handover: Participate in the final commissioning and handover process, ensuring that all MEP systems are fully functional, properly documented, and ready for operation by the client. Review and approve the final commissioning reports and as-built drawings related to MEP.
- Technical Guidance: Provide technical guidance and support to the project team on all aspects of MEP testing and commissioning.
- Lessons Learned: Contribute to the identification and documentation of lessons learned during the testing and commissioning phase to improve future projects.
Requirements:
- Bachelor’s degree in Mechanical Engineering, Electrical Engineering, or a related field.
- Professional Engineer (PE) or equivalent certification is preferred.
- Minimum of 8-10 years of experience in MEP testing and commissioning, with a significant portion of that experience in a supervisory or consultancy role on large-scale building projects.
- Proven experience in reviewing and approving the Contractor’s T&C plans and procedures.
- Thorough knowledge of relevant international standards and codes (e.g., ASHRAE, NFPA, IEC).
- Strong understanding of various MEP systems, including HVAC, plumbing, fire protection, electrical power distribution, lighting, and low voltage systems.
- Excellent communication, interpersonal, and negotiation skills.
- Ability to work independently and as part of a multidisciplinary team.
- Strong problem-solving and analytical skills.
- Familiarity with project management principles and practices.
- Experience working in the Middle East, particularly in Saudi Arabia, is an advantage.
- Must be SCE Certified (Professional or Consultant).
- Must have a Valid and Transferable Iqama (if non-Saudi).
