SPARK is a 50 km² energy industrial city planned in three phases to accommodate 77,000 residents and integrate industrial and support facilities. V3 ME provided foundational design guidelines and operational insights, including the issuance of all required documents, policies, procedures, and templates for industrial and non-industrial land leasing. V3 ME also contributed to pre-commissioning, mechanical completion, and milestone reviews of the detailed engineering design.
